My impression of the Pakistani military is it is like Hamas in that the individual units (cells for Hamas) follow their own course. Any instructions from above may or may not be followed because if their belief in Islam is stronger, by their own opinion, then they are authorized to follow their inner dictates from Islam.
Islam and the type of hierarchical civilization that is the West are not compatible. The West can coexist with Islam, but Islam will not coexist with the West.
