I understand that POTUS can pardon only for federal offenses. This rent problem is a state issue imo.

Pardon was only federal.
There may be IRS tax implications as well. If he did not pay rent that may construed as income in some manner. Not sure, but for taxes on $300K? Both the feds and state might be interested in that chunk of change.
