How many people per apartment?

So just going on these numbers that is (3*50*2) 300 people who are being held in captivity by this gang in one city alone. And these people are the poorest and most vulnerable of our citizens. And that is using the lowest figures possible.
Just how big a monster do you have to be to not only find this acceptable but defend it?
