A Missouri man wanted in connection with the 1993 murder of an Indianapolis woman has been arrested and charged with her death over 30 years after the case was opened.
Dana Jermaine Shepherd, 52, is charged with two counts of murder and one count of rape in connection with the 1993 death of Carmen Hope Van Huss.
Shepherd was arrested in Boone County, Missouri, on Friday, Aug. 30. He is charged in Marion County, Indiana. Shepherd reportedly works for the University of Missouri as a custodian.
On March 24, 1993, 19-year-old Carmen Hope Van Huss was found raped and murdered in her north Indianapolis apartment in the 8200 block of Harcourt Road, near West 79th Street and Ditch Road.

The upside to that is that the cops usually start looking for cold cases in the places this sort of animal has lived over the years.
There was an I70 serial killer that ran that stretch of road between Indie and KCMO that was never caught to my knowledge. I wonder if this guy was responsible.
This week they arrested an Arkansas man for a murder 40 years ago in the state of Washington.
The only thing I can imagine worse than losing a child is losing them in this way, then living and dying without seeing justice. Looks like her father died in 2002. Hopefully this brings some peace to her remaining family.

They do. Last time it was used was in 2009. Wikipedia gives the following description of crimes warranting death:
