The camera lens is pointed toward two U.S Secret Service protective detail snipers on the roof behind President Trump. One is the spotter. Turn on sound. You can clearly see both USSS spot the shooter, do nothing, wait for the incoming fire, then respond.

My son bought a silencer for his .300 “Blackout” rifle. A shorter round but as far as I can tell similar to a .223 AR-15 round.
When he fired it the first time I was a few feet to the side and behind him. It sounded like an air-rifle. He looks at it, then me - “Was that a dud?”
I was surprised at how quiet it was.
Also, I think the sniper kneeling in the foreground is primarily the “spotter”, and the guy a few feet farther away in the prone position is the primary sniper.
I’m no expert, but from what I can tell they did what they could. The shooter was on the far side of the building, hiding behind the ridge line. The one witness said that he was trying to get the SS attention, but said they could probably not see him.
So shooter pokes his head up. Maybe a second later the SS guy sees him. But by then the shooter has already shot. The prone sniper may have got him. It looked like the sniper that was kneeling was looking through the scope. Heard shots and had to look up to see where the shooter was and then reposition his rifle to aim before he fired a shot. Maybe the kneeling guy was focused on one of the other roofs. There was a taller building to the left of the shooter and farther away - it appears that MAY have been what the kneeling sniper was focused on through his scope.
I went to Google Earth and looked at the road views of the AGR facility in Butler, PA. No obvious means of getting on top of those roofs that I could see.
The eyewitness said the man that was hit died instantly, and that he had perhaps 4 to 5 acquaintances/relatives with him. Two of which were in extreme shock.
That's wrong. Generally speaking, someone pointing a gun at you can be considered an imminent deadly threat. You do not have to wait for them to pull the trigger before defending yourself with lethal force.
There is no requirement that police tell someone to drop the gun first, if an imminent deadly threat has already presented. They want someone to drop the gun rather than shoot them, sure. But there's no rule of engagement that says they have to say that first, or wait for a shot.
To clarify - the two snipers that the video is about did what they could. Why those nearby roof tops were not covered or restricted better, why the local police milled around for 2 to 3 minutes disregarding the eyewitness yelling at them that there was a guy on the roof with a rifle and they did nothing, I have no idea.
Well - as I’m typing, maybe the local police thought it was a SS guy on the roof?
“Hey Bob - this guy says there is a guy with a rifle on the roof!”
“Oh? Probably the SS - they have guys on all of these roofs.”
“But Bob - didn’t they say they would just be at the fairground, and that we would be patrolling out here?”
“That’s what we are doing - I didn’t see anybody. I think it is the SS guys. But if you want, I’ll contact them. Do you recall what frequency they are on?”
“If you knew anything at all about rules of engagement, the SS is not going to preemptively kill someone who is a potential threat. Legally, they must wait until the gunman opens fire.”
No. Just no. No rules of engagement requires you to take the first bullet before returning fire.
If they were watching the sniper why didn’t they notify agents next to Trump about the threat? Did they just watch the guy crawl into position and say nothing to the people on the ground with Trump? We almost lost Trump today. A gay clown beat the secret service. That’s bullshit.
