The camera lens is pointed toward two U.S Secret Service protective detail snipers on the roof behind President Trump. One is the spotter. Turn on sound. You can clearly see both USSS spot the shooter, do nothing, wait for the incoming fire, then respond.

It appears the SS agent has a can on the rifle, which could account for the muted noise.

I’m thinking of the SS agent who was waved away from his position behind Kennedy’s limo in Dallas.
And how the SS limo driver kept going at “parade slow” speed until after Kennedy had been hit two or three times.
If you knew anything at all about rules of engagement, the SS is not going to preemptively kill someone who is a potential threat. Legally, they must wait until the gunman opens fire.
