I keep saying this is like broadcasting on North Korean television.
In their case the minute delay gives them the opportunity to execute the speaker who gets out of line.

If they start with a 5-minute delay they can end on time and have a 5-minute accumulated gap. 10 seconds here, 15 seconds there. The public would never know.
