The German government said Friday that Ukraine can use German-supplied weapons against Russian attacks from positions just over their joint border, in a significant policy change that came a day after U.S. President Joe Biden gave Kyiv a green light to strike back with American weapons at Russian military assets targeting the country’s second-largest city.
A German government statement noted that, in recent weeks, Russia has prepared, coordinated and carried out attacks on Ukraine's northeastern Kharkiv region, in particular from areas just over the border in Russia.
"Together we are convinced that Ukraine has the right under international law to defend itself against these attacks," the statement said. "For this, it can also use the weapons delivered for that purpose in accordance with its international legal commitments, including the ones delivered by us,"

How does a Airborne Surveillance and Control aircraft (ASC 890) figure into those targeting capabilities?
I am not they do but the guy introduced the AWACS as a platform being handed over to Ukraine. ME Thinks that the only person on an Ukrainian AWACS might be a voice communications officer, but most international aircraft language is in English.
It is a command and control aircraft. I often marvalled at them at GK when I went there.
The US appears to have the best aircraft in the world. I have jumped from the C7A, C123, C130, C141, C5A, CH53, CH47, Hewy, Blackhawk and flow in the CINCPAC Command and Control Aircraft which is similar to AF1. I have walked thru an AWACS but can only grin at the sheer techincal wizardy America has achieved.
All that America has accomplished keeps going backwards and away.
The satillite data in an ATTACMs Missile is loaded into the weapons system using a COMSEC device. They load the key material into the transfer device which is transmitted from NSA to the Agency, either State or DOD....
My final job at State was Comsec Manager. I was directed after being the only person to every ace 4 comsec inspections and earn their prestigous award twice. I don’t disagree with everything you said, one part I think you are overlooking is the importance of Ukraine to Russia.
We are not talking about Syria. Kiev was the capital of much of what is Russia today. Their peoples have many similarities to the Russians as in language, ethnic even familial relationships. Putin has said publicly many times they consider Ukraine, as at least a neutral state, existential to Russia. They are willing, as proven, to go to full scale war for it.
That doesn’t mean it is moral or just it’s how THEY view it. I don’t think Putin or his top brass would say “it will be suicide but let’s do it…bomb the USA with nukes, it is worth our lives for Ukraine to stay out of NATO”. It will just happen. Escalation I believe is the word?
Russia will find an army group in danger, or a wild general will make A rash decision and use a Tactical nuke . Perhaps one side will use Sarin gas…. Responded by a NATO strike on Russia’s early warning defense radar (sound familiar?) and so on to a full exchange. Any number of scenarios is possible.
A few general factors are working against us:
1. Peters principle /entropy what have you. Things tend to fall apart over time and mistakes will happen.
2. We have a demented and leftist leader
3. Wars tend to be fought with the weapons that won the last one (WW2being the last world war)
4. Weapons are built to be used and always have been
5. Over complexity and computerization of nuclear defense means human response might be limited

I couldn’t find the answer in all that bio stuff, how does a Airborne Surveillance and Control aircraft (ASC 890) figure into those targeting capabilities for Ukraine since Sweden is sending them one?
