The California State Senate passed a bill on Tuesday that would require new vehicles to come equipped with a function that warns motorists when they’re driving 10 mph over the speed limit.
If passed by the state Assembly and signed by Gov. Gavin Newsom, SB961 by San Francisco state Sen. Scott Wiener would make California the first state with such a requirement for new vehicles. The bill cleared a significant hurdle Tuesday, passing the state Senate on a 22-13 vote.
Specifically, SB961 would require new vehicles built or sold in California to include what’s known as “passive speed governors” that “warn drivers with audible and visual signals when they exceed the speed limit by greater than 10 miles per hour,” according to Wiener’s office.

That would have to require a gps with mapping software built into every car.
The systems I've seen use mapping, GPS, and cameras to read posted signs.
My car already has that, it's called my wife.
Waze and Apple Maps seem to ‘know’ the speed limit is where you are. Waze will show the speed limit in red if you are over.
Correct. The original bill had a real “governor” that would max out your speed, but that was stripped out. Not to worry, that will be next. slippery slope.

A similar device was on some cars built back in the 50s or 60s as I recall. The driver would set it & it would present a visual signal if you were exceeding that speed. It was for personal information to the driver only. No need to involve the government as they are already too much involved in your personal business. I can think of an instance where a device that actually caused the vehicle not to exceed a set speed could cause a fatal accident. It seems that there are certain people who should have no involvement in the automotive business.
Isn’t GPS sometimes affected by sunspots, etc.?

Huh? Most Modern cars built within the last 10 years already know what the posted speed limit is and indicates it on the instrument panel.
GPS.
That would be very annoying in Utah and Idaho where long stretches of freeway at 80 MPH.
In Texas, we’d have a device that would shout, “Move Your Ass! You’re going too slow!” lol
You're missing the real opportunity. Many cars have logging monitors built in. Add GPS, a mapping database and a cellular modem and your bad driving behavior (speeding, hard stops, too fast turns) gets reported back to your car insurance carrier. The legal infractions get reported to law enforcement. Distance driven becomes a source of revenue as a vehicle mileage tax.
My 2020 Toyota Corolla already has this feature. The car imaging system recognizes and reads speed limit signs. It turns the border of a “speed sign icon” from white to red if you exceed the limit. Fortunately, it can be turned off...
