They have had to add leap seconds in the past due to slight slowing in the spin of Earth. So this would just be removing one that had previously been added.
CBS says it is spinning faster. NBC says it is slowing.

If the excess length of day averaged 0.002 seconds for a year, atomic clocks would be 0.002 x 365 = 0.073 seconds ahead of the earth. At a rate of 0.002 seconds a day, a leap second would have to be added to once every 500 days, or about twice in two years, close to the 27 leap seconds in the interval 1972-2023.
