UPDATE 3/20: The man's body found yesterday in the Highland Park Reservior may have been there more than three weeks.
A source tells Bob Lonsberry there is video showing the man there February 24.
Rochester police don't believe he committed suicide.
Meantime, Mayor Malik Evans says we may know late today whether the boil water advisory will be extended for parts of the city.
The City was told by the EPA to cover the reservoir by 2009 but was given an extension until this year.

When I drive though WNY it just looks like home.
I did at some point in the past think about living out my years in the Finger Lakes.
I ended up retiring to deep fly-over country west of the Missouri where it turns out that I am a fifth generation citizen of my quasi-recently joined State.
As always, YMMV.

Unfortunately that is where my water comes from. I filter any water I drink or cook with that supposedly filters out 99% of bacteria as well as other things but who knows. It’s just gross thinking my water has been marinated by a dead body.
How do they know it wasn’t a suicide? Did they find evidence of a possible homicide? That’s a 12 ft high fence they’d have to lift the body over, why bother doing that when the Genesee River is nearby?

He was feeling depressed when he duct taped his own hands and ankles, shot himself six times in the back and made a cannonball dive into the water. That’s depression.

The same way they know he's been there for 3 weeks: toward the end of the article it says they have video of him on February 24th. It's not much of a leap to imagine that they have video of how he actually ended up in the water.
If I had to speculate, probably drunk and / or high and thought it would be fun to go for a swim (or walk on the ice if it was frozen)...
