Oregon proposed a law allowing homeless people to sue municipalities for as much as $1,000 per violation as part of a new initiative to decriminalize homelessness.
House Bill 3501, known as the Right to Rest Act, would allow homeless individuals o use public spaces in "the same manner as any other person" without discrimination for their housing status, despite residents expressing frustration over the impending safety and hygienic issue.
Homeless people could also be awarded up to $1,000 if they are "harassed" by anyone trying to make them move.
Oregon's recent growth in homelessness is among the largest in the U.S., growing by 23 percent between 2020 and 2022 and increasing by 3,304 people to about 18,000.
While Portland has seen a decrease in population, homelessness spiked by 50 percent from 2019 to 2022.
The bill, sponsored by Beaverton-area Democratic Representative Farrah Chaichi, is unlikely to pass this session since it has already missed several key deadlines and a sense of "compassion fatigue" that has taken route in the Oregon state legislature this session.
Homelessness has been a significant issue for Oregon since the 2020 riots. The college town of Eugene has caused problems for residents who fear for their safety after squatters living in RVs have taken over the area, who often engage in public sex acts and take part in drug use.

San Fernando valley, Canoga Park area. Back on March 4 I saw a new homeless encampment about 1/4 mile from me at a corner. Just a few hundred feet from a small park. There are several tents already taking up over 50 feet+ of sidewalk. Just trash and makeshift tents.
On Friday I saw the area has now been cleaned up of much of the encampment this past week. Only 1 blue tent remains while other 50 feet+ or so of sidewalk is now cleaned!
This was fast considering the city was not doing so in years past. Things changed the past few years. About 3 miles south of me an entire hundred of feet encampment was “accidentally” set on fire some 2 or 3 weeks ago. No injuries I am aware of. On Friday I only saw 2 new tents there that have moved in.
Let them sue!
