There is no criminal liability incurred by failing to help.
Helping may or may not incur civil liability depending on the State’s “Good Samaritan” law or lack thereof.
But the Torah places a very high bar of constructive moral obligation to intervene.

I live in California, and I do not blame them for not helping. The chances of them being Arrested andor Sued for getting involved are extremely HIGH.
Guess that driver won’t miss the ‘reward’ that would have surely been in the 5 digits.

Is he some druggie, or homeless lunatic, or gang banger? Are his homies around the corner waiting to jump me? Is he seriously hurt or is this a ruse? If I help him, will the police suspect me of foul play? If I get involved, can I be sued by anyone?
Post-Christian, multi-cultural America is a nation of strangers. Wary of each other. Lacking common ties or sense of community. We no longer live in It's a Wonderful Life. We're living in Blade Runner.
The guy in the car could have been an immoral, uncaring piece of garbage.
Or he could have been afraid, afraid that the knife guy was still lurking around.
Or he just could have been in shock over what he saw. Untrained folks in shock often do odd things.
Lots of possibilities here.
First of all, you have no idea what the situation is. Maybe you'll be stabbed when you step out of the car as well? You don't know.
If a car was stopped at 2:30am with their hazards on, I'm going to assume it was an UBER or some other sort of livery. Those drivers usually want to avoid attention of any kind, for various reasons.
Let's be honest. What could the driver have done besides keep direct pressure on the wounds? Drive the injured guy to a hospital? Perhaps. But again, bringing someone into your car like that when you have no idea what is going on is a risk many are not willing to take. Especially in that hellhole.
It’s San Francisco, maybe they were worried about getting AIDS.
The man who was killed was in the process of moving to Florida because of the skyrocketing crime in San Francisco. Tragically ironic.
Not blaming him, but is it wise to be taking a walk at 2:30 in the morning in any city?
Why not help him?????

Legal jeopardy? Or just preparing for a take over by China where such behavior is the norm.
So the first law is never try to help someone who looks like they have been a victim. Because they are likely bait in a trap and you will become the victim.

I have to agree. Here is one comment there:

They probably were terrified it was a street psycho. All you know is that after 2am, in lawless filth town, a guy stumbles up to your car bleeding from wounds.
