Not a climate emergency, simply desert town growing exponentially in an area with inadequate water supplies. Said water supply, the Colorado River, being shared with numerous other cities.

Not climate change. Too many people moved there. Even having the same water supplies year after year will not be enough. Double the population, and only half as much water is available per person.

Southern California has a far worse drought in the 1860’s....no “fossil fuels” back then.
Land was ditched really cheap. I think that how the massive Irvine Ranch came into existence; one individual with foresight buying up the land.

Should never have tried to grow grass out there in the first place. Golf courses, sure ... but if I had a home out there, I certainly wouldn’t have a grass lawn. Way to much upkeep in that climate.
