Who knows I’m still trying to understand what he meant when he said Even if Putin is surrounding Ukraine he will win the hearts and minds of the Iranian people.

I think it's just Biden's elderly slurred speech. He spoke "Ukrainian" so fast that it came out "U-ranian" because he skipped the consonant "K" sound, his mouth muscles not being able to form the sound so quickly.
