Like a 2 year old learning to speak. Iranian kind of rhymes with Ukranian. But even if he said the word correctly what he sais wouldn't make sense.

I think it's just Biden's elderly slurred speech. He spoke "Ukrainian" so fast that it came out "U-ranian" because he skipped the consonant "K" sound, his mouth muscles not being able to form the sound so quickly.
