A new House Bill aimed at helping some of the state's most vulnerable will receive a public hearing next week.
HB 4079, known as the Oregon Freedom Pilot Program, would increase taxes on luxury items. The money collected would be given out to low-income pregnant women and adults who have aged out of the foster youth program. Those who qualify would receive $750 a month for up to three years, but only if they agree to the requirements of completing a financial literacy class and letting purchases made with the $750 be tracked for analytical purposes.
The $750 would come on a debit card. Witt says there are no restrictions on what that money can be spent on.
Taxes would be increased to 3% on items deemed a luxury. Examples outlined in the bill include airplanes, expensive watercrafts, high-end cars, jewelry and guns. Witt says once each item goes over a certain price, it will be taxed.
"Jewelry would be a $20,000 threshold; we have a $15,000 threshold for items like snowmobiles," said Witt. "Each item, the threshold pricing point was determined by what is the average cost of that item in the marketplace and we tried to get it at the very high end of that market to make sure it was luxury and not an everyday purchase price."

RE: New tax on every item....Good ideas.
Taxman by George Harrison (taxed 95% in England)
Be thankful I don’t take it all
‘Cause I’m the taxman
Yeah, I’m the taxman
I’ll tax the street
If you try to sit I’ll tax your seat
If you get too cold I’ll tax the heat
If you take a walk I’ll tax your feet
‘Cause I’m the taxman
Yeah, I’m the taxman
Don’t ask me what I want it for
If you don’t want to pay some more
I've never owned a luxurious gun; only common, everyday use guns.
I was just thinking about the same thing. Also, that tax on yachts and the like did a real number on the businesses that sold them.
$20,000 for Jewelry, $15,000 for snowmobiles.....they conveniently don’t list a threshold for guns. Presumably because it’s going to be just an outright added penalty tax for any gun.
No sales tax in Oregon, so the joke’s on them. I can’t get the link to load. What are they calling a “ luxury” gun? >$1000?
Old news story about changes in welfare benefits in 1990s. A woman told the benefits office representative she needed more money to have a better life. He went over her records and said "There is no way we can increase anything. The only way it would change is if you had another child someday. Story said the same woman returned and told him she was now pregnant and would be needing the prenatal program money.
In the list “guns” could be a way of discouraging the exercise of the 2nd Amendment.
Make the taxes, fees, firearms safety education and other costs too high and it makes it “the right of the wealthy to bear arms shall not be abridged.”
This has got to be the easiest tax on the planet to avoid...
Taxing the rich is like herding cats....they laugh at you while they run in hundreds of different directions.
Maybe every gun over and above one rifle, one shotgun, and one handgun will be deemed a luxury.
Two words: Laffer Curve.
Ok that's fine. What the person would do is to "loan" the credit card" for S750 at Costco. In return, the person would get $500-$600 in cash so he would be able to spend it on alcohol or drugs.
But wait a minute. I thought everyone could get pregnant and it's just a blob of cells anyway, right?
Funny. Except it's coming true.
In a story of the famous East German ice skating medalist Katarina Witt, it said she cooperated with the secret police and made statements extolling the Communist government's superiority over our capitalist system and she was allowed to travel with a passport, to have an apartment of her own and to "jump ahead on the 10 year waiting list to buy a car for herself." The car was a blue Stasi.
Stupid Dem voters, especially under 40 ones don't realize what we in America are losing. Let them wait on a list for their next smartphone or video game.
The compulsory class and tracking will be found unconstitutional and will stop.
These idiots don’t realize that the rich person who buys a luxury item creates jobs! Bezos has a huge yacht, but in buying it he created jobs for dozens of ship workers.
He has created value. That value inspires other people to work so they can have the money to buy that item or other items.
It’s productivity we should be striving for! Not encouraging people to lob around and collect their free money that comes with no restrictions.
Instead of a card with our money, make them sweep floors in boat factories!

It's already happening. Good luck if you want a Sony PS5 console or a Microsoft - Xbox Series X console. You can't get one unless you want to spend a fortune on it. We are building new chip factories but they won't be operational for years.
Wasn’t Walter Williams just the greatest? Such a super human being!!! I remember the story he told about putting the trash can out at the street when he was dressed in his suit and ready to leave for work. Someone drove by and stopped to ask if he was available for work...He got a big bang out of that. He wrote a fantastic book about his life I’m going to have to find and read again..Do you know he was 6’5” tall?
Perhaps if the women kept their legs closed, they would not be in such need. An odd observation I have noted is I know a lot of men from all over the US from doctors, to lawyers, to engineers who have no children even if they are married. The vast majority of the males that are married are on their first and only marriage. Only a tiny percentage of them have been divorced. A significant percentage have never been married, but would like to. On the other hand, I know almost no women who do not have children, and the vast majority have been divorced at least once. Considering the fact that there are slightly more women than men I have always found this to be odd. Most men I know are in the upper income scales, own their homes, and are capable of maintaining them, but I have noticed a correlation with the lower income men being more likely to be divorced with bastard children. These are just poorly articulated observations that I have pondered over the long decades, so feel free to flame away
(b) “Clothing” does not include bridal apparel.
(5) “Electronic” means relating to technology having electrical, digital, magnetic, wireless, optical, electromagnetic or similar capabilities.
(6) “Electronic device” means a desktop or portable computer, a camera, a cellular phone or any component of a computer, camera or cellular phone.
“...there are no restrictions on what that money can be spent on.”
This will end well.
