Is this an unusual event for this part of the country? I thought snow was fairly normal there. Why were so many caught unprepared? Sounds like something that would happen here in Houston if it snowed.

7-10 inches is not usual for DC metro. Also, just about any amount of snow can be a problem if it falls during rush hour. Supposedly, a few semis crashed and then everything went haywire.

Truckers got stuck and blocked all three lanes, thus preventing any other vehicles from proceeding - blocked for 53 miles.
