Conley’s presentation to the school board comes after board members and Superintendent Renee Willis earlier this month objected to City Council approving tax abatement for the Belle Oaks Marketplace project at the Richmond Town Square mall property. Included in the $260-million mixed-use Belle Oaks project will be residential and retail uses. Only the northern portion of the mall property lies within the Richmond Heights School District, while a greater portion is located within the South Euclid-Lyndhurst School District.
Most of the project’s retail development will also be located within the SE-L School District, which means the Richmond Heights Schools would not receive those income taxes.
Nearly 800 Class A apartments are scheduled to be built as part of the development. Of those, 375 apartments in six buildings will be built within the Richmond Heights Schools District. School officials have voiced concern to city leaders that new students will be moving into Richmond Heights to residences that have had property taxes abated. Thus, Conley suggests, a switch to income tax funding could be beneficial to the school district and to property-owning residents.
The fact that Belle Oaks is largely property-tax-abated means that new Belle Oaks resident renters may not be contributing to the cost of operating the school district.

That was probably in an era when student age population was 35 to 40% of the population of the town. My city is now about 10%

Not really. There are exemptions but it doesn’t matter whether you have kids in school or not.

The Alabama citizens who are over 65 years of age, disabled, or legally blind are exempt from the state portion of property tax. County taxes may still be due. You can reach out to your local taxing official to claim your homestead exemption.
Seniors with a net taxable income of $12,000 or less on their combined (taxpayer and spouse) federal income tax return are exempt from all property taxes on their principal residence.

Probably not. The bottom 45% of people who file taxes pay nothing, they just complete the forms to get their refund. A significant number of those get back more than they put in through child tax credits and earned income. People who are gaming the system like illegals and welfare moochers, know very well how to keep recordable income from showing on their tax forms, so they can soak as much as possible.
Bad move now. Especially since property values are going up and along with them higher revenues.
You’re kidding, right. Half of america doesn’t pay income tax.
So. Local government bribes developers with tax-abatement incentives to get the developments built in the first place and then turn around with this income tax plan for the renters to foot a very likely bloated school board diet?
School boards ALL over this country are responsible for the lions' share of property taxes and voters don't give them a second thought. All the while they scheme and connive and try to come up with more ways to get more money - like school bonds, SPLOSTs and crap like this. And voters' mistakes are in believing their bleats about all this being "for the children."
Which is why a tax on buying merchandise is a perfect solution to that. A sales tax is paid by everyone. Not sure how that is so hard to understand.

Exactly. A sales tax is the best solution. The only problem is small businesses that must charge more, so increasing sales tax too much will drive buyers to other areas.
Only if they are on the payroll.
A lot of illegals work as day laborers.
Think of the guys that stand around outside of HomeDepot in the morning.
They get paid cash and the income is never reported.

Sales tax can be avoided like every other tax.
And I personally have a problem with turning every person with a retail business into a tax collector.
I think it is immoral and a dangerous trap for some.
The government should not demand that a person collect taxes as a condition of doing business.
