HARRISBURG — The bipartisan Special Committee on Election Integrity and Reform released a report today detailing its findings and recommendations to strengthen Pennsylvania’s election system.
Senate President Pro Tempore Jake Corman (R-34) called for the creation of the committee in December to review all aspects of the November 2020 election. The committee held a series of hearings in March and April to review election security and best practices in other states, state and local perspectives on the administration of elections, and the management of elections in Allegheny and Philadelphia counties.
In addition, the committee created a webpage to encourage Pennsylvanians to share their experiences in the 2020 General Election. The survey generated more than 20,000 responses.
The testimony and feedback received by the committee led to a series of recommendations to boost election security, improve voter access and support counties in the efficient administration of elections. The recommendations include:
Allowing pre-canvassing of ballots three days prior to Election Day.
Creating a tracking system for mail-in ballots.
Improving transparency of mail-in ballot counting through livestreaming.
Changing the voter registration deadline from 15 to 21 days before Election Day.
Changing the mail-in ballot application deadline from one to two weeks before Election Day.
Applicants can register to vote or apply for a mail-in ballot in person under the current timeline outlined in the Election Code.
Improving the accuracy of voter rolls, including real-time reporting of deceased individuals.
Implementing best practices from other states for voter verification for voting in-person and by mail.
Ensures that if the General Assembly acts to permit the use of drop boxes in future elections, proper security measures are in place.
Ensuring adequate funding for the administration of elections.
“I am extremely proud of the members of this committee for working together across party lines to approach these issues in an open and honest way,” Corman said. “In all my time in the legislature, I cannot recall an issue as difficult and politically charged as this. I am hopeful that we can build upon their efforts to enact real and meaningful reforms to ensure all Pennsylvanians have an election system they can believe in.”
The Senate State Government Committee, chaired by Senator David G. Argall (R-Berks/Schuylkill), is expected to consider legislation implementing the recommendations in the near future.
“Now that the bipartisan report has been approved, the Senate State Government will aggressively pursue legislation regarding voter access and voter integrity. This final report from the Special Committee gives us a realistic blueprint to push forward,” Argall said.

True election reform that eliminates fraud and provide legitimate results include:
Cleansing of voter registration rolls of the dead and non-Commonwealth citizens
Vote in-person on a single election day
With a mandatory state issued ID that matches voter registration rolls
Votes are recorded on paper ballots without the aid of any machine
Votes are hand-counted with observers from all political parties involved in the election, without the aid of any machine.
Video recording and live streaming of all counting
Counting must be completed by midnight on election night
Multiple checks and documentation to establish and maintain chain of custody
Mandatory forensic audit after each election to detect fraud and to improve election processes.
Very limited use of absentee ballots for Commonwealth residents serving in the military outside of Pennsylvania. Everyone else needs to come home to vote.
We'll see how that works. Voter verification is key as well as elimination of all fraud.

I am an engineer by nature and I always want empirical results and I am not going to pre-judge a conclusion before those results are presented

What a bunch of wasted citizens money. No drop boxes or write in ballots at all period. show up on election day with a photo I.D and vote. Sounds pretty easy and simple to me. I call BS on this whole sham. You better fix something up there or you wont have anyone to vote Republican again. We are all sick of this BS!

So you expect them to count all 6.8 million ballots cast within four hours? How many people will you have doing that and where are you going to get them from?
Voting laws
Yes, I do. They currently do not send the ballots to Harrisburg to be counted. The ballots remain at the county-level. They should be counted at the voting precinct, where you and I are close and can observe. Then the count is reported to the county, and finally to the DOS. No precinct in PA is so large that all of its votes cannot be counted by midnight. Transmittal of the counts to the county seat and then to the DOS should take minutes. A distributed count of the vote makes it incredibly difficult to introduce fraud in the counting process on a widespread basis.

but most importantly ... the will power to throw out the fraudulent ballots. Or in other words, the enforcement of the voting laws.
No mail-in ballots. Why can't people get this through their thick skulls? No matter what mechanisms that are used to "secure" mail-in ballots, they can still be lost. You can't lose a ballot when going to an actual voting place and casting your ballot after showing your ID. If people are too damn lazy to get off their fat asses and vote in person then perhaps they shouldn't be voting. I am crippled and I still go and vote in-person.
I am sorry, but signature verification is worthless.
Photo ID is much more important and should be required if it has a check-box for verified citizenship.
