There are probably quite a few $200,000 a year supervisors and workers who are "needed" to administer the program.
As others have mentioned, the San Fran politicians have family and friends who need "work".
Once that FLASH train gets running, the state will be flush in money.(//////S)
And 3 person tents go for $49.95 at Walmart.
The homeless will go live on them just like in NYC.

I remember President Gerald Ford’s compassionate program to give long time unemployed people new government jobs rather than handouts. The jobs paid $10,000 a year and cost the government $50,000 a year each in administrative costs.
Might as well have a fan outside blowing Benjamins off tall stacks of cash all over town. Probably less wasteful.
At the rate the gov’t is tossing money out we’ll be bankrupt or have the financial economy of Zimbabwe.
No, the homeless do not receive any money from that program. They receive a tent. Any money (General Relief) and food stamps they receive comes from the Dept. of Social Services just like every where else in the USA. The money went to staff (salaries, benefits, retirement, etc.), office space, furniture, vehicles, vendors, suppliers, activist groups, and of course unknown and unarmed individuals along with substancial political donations to local, state and federal politicians.
Boss Tweed and Tammany Hall are alive and well doing business in California and business is good.
Makes one wonder why we wasted our time saving and working hard.
$5000.00 per month?
When $1200.00 per month paid off the mortgage on a 3000 sq ft house near Atlanta.
Plus paid the taxes, insurance. Add 300.00 more, and all utilities as well.
But think of all of the happy politicians, bureaucrats, and crony contractors feasting off of out tax dollars!
