Looks like not a slab, but a construction of sheets of metal. The site is about 400 yards downhill from a desert dirt road.

Go upriver (Colorado) from that spring along Utah 128 a mile or so to Negro Bill canyon.
You can then hike up the little creek another mile or so to morning glory arch; which may have some water leaking from the rocks there; too.
I saw no turtles there, although the potential for skulls is high; considering that rock climbers swing off of their ropes in that location.
