The police are responsible, because they and the mayor, allow this illegal CHAZ country. It’s the same as if they gave The Joker a six block zone for his own control.

He'd almost certainly lose if the case went to a court, on the long-standing and well-tested principle the police have no legal duty to protect.
That said, the city might short-circuit this, and settle out of court. Could be a big payday for the dufus.
