He knows more about the Constitution from that one statement than do 95% of congressmen.

The President is 100% correct. We are a Republic. We have a Consitution.
Powers not specifically assigned to the Federal Gov’t reside with each state. In effect, the Governors of the States are the President of those states in every respect except those specifically delineated to the federal gov’t.
Our President understands this and respects this. Far more than most.

What power under Article 2 ( or some statute) gives the POTUS the power to tell citizens of any given state to stay indoors?

So important that he's been doing this. He's done it on a lot of other subjects too: "This is up to the states, this is their responsibility, I'm just here to fill in where they fail and help out where we can."
He finds a way to work this in whenever he can. It's great to see.

Trump’s cunning genius on display. Let the governors do their jobs per the needs of the state. Trump’s role is to lead, not dictate.
If a state succeeds fighting the pandemic, Trump wins. If a state fails, Trump wins. Brilliant.

Because the governors know their state.
For instance, there are states with large areas of mountains, forest or deserts where one can travel for many many miles and not see a soul.
It would be beyond stupid to treat them as Manhattan.
