New York Gov. Andrew Cuomo said Saturday that government-mandated travel restrictions on his state would be a “federal act of war.”
He also said he is willing to sue Rhode Island for implementing a policy requiring visitors from New York to self-quarantine for 14 days in order to slow the spread of coronavirus.

I don’t think the state of NY has standing to sue if another state purports to restrict a person in its territory, especially if the reason for the restriction is public health related. The person restricted has standing.
People fleeing NY can reasonably be presumed infected. If they don’t want to be quarantined, they can stay out of the states that try to quarantine them.
DeSantis had it right - most of the people showing up in other states are defying NY recommendations and orders.

Yep. At least for now he can say he believes all the people in the US will follow the orders of their governors, and leave it at that. Let the pipsqueaks fight it out among themselves. If one state can;t restrain itself and infects other states, well, that's just the way it is.
Cali quarantines fruit and produce, but doing the same with citizens creates a legal issue.
