I don’t think the state of NY has standing to sue if another state purports to restrict a person in its territory, especially if the reason for the restriction is public health related. The person restricted has standing.
People fleeing NY can reasonably be presumed infected. If they don’t want to be quarantined, they can stay out of the states that try to quarantine them.
DeSantis had it right - most of the people showing up in other states are defying NY recommendations and orders.
