Is there a particular, law-enforcement-or-F.B.I. specific usage of those terms, and so anyone put within the campaign doesn’t fit those definitions?
This is obviously why Halper was paid by DOD. Deniability for patently illegal activities by the FBI and CIA.
The time to investigate this was in 2017 when evidence of FBI spying could have been easily seized. Now the coupists have had 3 years to destroy evidence and construction CYA stories. It appears Horowitz has spent the bulk of his the time covering up for the FBI. No surprise.

If the report is being leaked to the NY Times, you can bet it’s good news for the left.
It’s all misdirection. Horowitz probably is a deep-state dupe.. I don’t expect much from this report next week. My understanding of the case is that the CIA using ‘assets’ like Mifsud and Downer lured the FBI into opening the investigation into supposed Trump/Russia collusion. Look for how the Horowitz report deals with these connections. Brennan is the mover behind most of this... and he is not within the purview of IG-DOJ.

Now I actually know what it was like living in the Soviet Union with the State controlled media.
They have to get all their leaks about the OIG report from subjects who are trying to spin their way out of trouble. It won't work. Horowitz has the goods. He will come with plenty of criminal referrals. Durham will prosecute. Many will go to jail. But since it takes a long time for Durham to complete his work it will be 2020 before indictments start to be unsealed. In the meantime there will be plenty of cynical doomcriers on this site who think Trump's team has been outwitted by the deep state and nothing will happen.

So we shall see how much more motivated Horowitz is no longer restrained/prevented by obamaumao and holder— the twin criminals, whose goal was elimination of private gun ownership, by this fake operation into mexico.

The FBI just got someone else to “place” undercover agents” or informants inside the Trump campaign. With the FBI’s working ties to other DOJ entities (National Security Div), CIA, NSA, DIA, DNI, State Dept., it would be easy to get some “outside help” on an infiltration project.
This is a great NYT’s disinformation operation and Goldman knows what he wrote is bullshit since he never saw the full draft. Also, his coverup of Mifsud, Steele and Halper’s true identities and actions, including Steele’s ties to probable Russian “source” agents, shows you just how morally and ethically and professional corrupt the NYT’s has become.
