There is no rule mandating that. When McConnell held Merrick Garland’s nomination because it was an election year lame duck. McConnell referred to it as the ‘Biden Rule”based on JB’s position in the past.

Oh barf. McConnell didn't bring Garland to a vote because he didn't want to. Lame duck had nothing to do with it. If Trump gets a second term and McConnell is still Senate Majority Leader in August of 2024 do you think he'll hesitate for a moment to fill a vacant Supreme Court seat?
Either way we win.
Her replacement would become a campaign issue. A vote for the Rat means another Ginsburg. That oughta wake up the normally somnambulent “Republicans”.
But he won’t wait, because unlike Obama’s last term, there’s no certainty that he’s a lame duck. McConnell would be within his own definition of reasonable to bring up the vote.
And if the Dims claim it is “important” to replace Ruth with a Lib, that is impossible.
