When someone introduces a resolution, what is the protocol? When Ryan was Speaker, it seems I heard that members place items in a “hopper”, and then the Speaker takes those things, reviews them, and decides what will be heard, acted on, etc. Is this the same thing?

If so, then Nancy would have the authority to just ignore the traitor’s resolution, wouldn’t she?
