A group of US senators, including the vice chair of the Senate Intelligence committee, received a classified briefing Wednesday about a series of reported encounters by the US Navy with unidentified aircraft, according to a congressional aide.
"If pilots at Oceana or elsewhere are reporting flight hazards that interfere with training or put them at risk, then Senator Warner wants answers. It doesn't matter if it's weather balloons, little green men, or something else entirely — we can't ask our pilots to put their lives at risk unnecessarily," Rachel Cohen, the spokeswoman for Democratic Virginia Sen. Mark Warner, told CNN.
Joseph Gradisher, spokesman for the Deputy Chief of Naval Operations for Information Warfare, also confirmed the briefing took place in a statement to CNN on Thursday. "Navy officials did indeed meet with interested congressional members and staffers on Wednesday to provide a classified brief on efforts to understand and identify these threats to the safety and security of our aviators," he said.
"Follow-up discussions with other interested staffers are scheduled for later today (Thursday, 20 June). Navy officials will continue to keep interested congressional members and staff informed. Given the classified nature of these discussions, we will not comment on the specific information provided in these Hill briefings," Gradisher added.

My theories in order of most likely to least likely....
1.) This is a psyop campaign to convince our enemies that we possess greater technology than we actually possess.
2.) We do possess this new technology and we are testing it out against our own personnel. (One hand doesn’t know what the other hand is doing)
3.) All of the pilots are wrong and aren’t seeing what they think they are seeing.
4.) A foreign government possesses this new technology and is harassing our military assets with it.
5.) Aliens

And, perhaps, they (the military) are going public with this stuff despite the fact that they don't have a clue because it is happening so often that the story is bound to get out anyway.

Yes, but ultimately there IS an answer to what is going on despite whether the DOD knows what the answer is. They could be completely honest about it AND the true explanation would still be either 2,3,4 or 5.
2. It is a branch of OUR military/intelligence that is not communicating with the DOD and running these tests in the dark.
3. There is nothing actually going on and it is mass delusions. DOD is just being truthful saying they don’t know what is going on.
4. A foreign power is probing our defenses and DOD is clueless as to what is going on.
5. Aliens.
Although at the end of the day, I still think #1 is most likely. They are messing with China and Russia. I seem to remember China and Russia doing some saber rattling in the past several months over new weapons systems they are working on.
Maybe the government is finally going to announce/admit/stop lying/ about these visitors/EBE’s (Extraterrestrial Biological Entities) and tell the freaking truth for once.
If the DOD and Navy thought these craft belong to our enemies, they won't announce it on the History Channel.
If these are our own black crafts, why announce it at all. Just tell the pilots that the "anomalies" they are seeing are our secret craft so let's just keep it "hush-hush." Done deal.
