3. Did the Wayne County Animal Services have a plan for operations during the natural disaster? Their Hours are listed as Monday - Friday 12:00 - 5:30 p.m. and Saturday 10 a.m. - 12:30 p.m. If no plan why not?
Was the Wayne County Animal Services in compliance with the Federal Pets Evacuation and Transportation Standards Act of 2006 (PETS Act)?

Since NC Law requires 'under the supervision of a veterinarian may perform such duties as are required in the physical care of animals and in carrying out medical orders as prescribed by the veterinarian', who is the veterinarian supervising the Wayne County Animal Services? None listed on Wayne County Animal Services web site.
