Not necessarily——this was discussed in Slate a few years ago:
“The precise meaning of an “alarm” varies depending on the fire department. In New York City, dispatchers send out 25 units and 106 firefighters for a two-alarm fire, 33 units and 138 firefighters for three alarms, 39 and 168 for four, and 44 and 198 for five.”
The size of the Trump Tower would demand 3 alarms-—just in case.

In the FDNY, 3 alarm is a heck of a lot more than 3 engine companies.

1 tactical support unit

mask service unit”
With this being a highrise there may be numerous other specialized units involved too.
The “RAC” is a rehab unit.
The “Satellite” is a 2 piece unit consisting of a 2000gpm pumper and a hose wagon with a large monitor (water cannon) mounted on it.
