Dr. Noel is the physician who discussed Hillary's health issues during the campaign and formed a medical opinion that she was most likely suffering from Parkinson's disease.
In his new video, he analyzes her latest "event" in India on a frame by frame basis and concludes that it is more evidence that his original call was correct.
In case you are interested, the original videos where Dr. Noel discussed Hillary's problems are:

BREAKING: Dr. Ted Noel Reveals Hillary's Major New Parkinson's Health Warnings That Could End Her
You Freepers have to admit that the sick Witch has had a lot of problems with falls ...
She could just have had knees.
Love that cartoon. You know, a nice cell, one where she can keep her walker would be nice for Hillary.
Perhaps she could even retell her why I lost stories to the inmates over and over. After all, they are a captive audience.
When she is put in prison, she will be properly cared for with the equivalent of ObamaCare - like the rest of us poor deplorable slobs have to deal with.
She does not have Parkinsons she has Jim Beam
The doctor is probably correct, but it’s never good for a professional to diagnose without having met the patient.
I don’t like it when a leftie doctor is paid for a propaganda hit piece.
That said, I’m surprised Hilary did not plan her route better. Why put yourself in a spot where you must descend a long, winding stone staircase that has no banisters, rails or anything to hold onto? I say this as someone who sometimes has foot problems. I always think about the route before I even leave the car, if at all possible.
Maybe she thinks these repeated falls and slips only serve to endear her to her PussyHat base. Wrong again, Mrs. Clinton.
How is this different from Dr.’s who question the President’s sanity without ever interviewing him?
Will she get LLLT?
Had she been elected, Hillary would be dead by now. Her body could not handle the stress. She would have fallen apart within the first six months.
Reminds me of a certain mob boss (Vincent Gigante) who tried to fool authorities by imitating insanity, walking the New York streets in PJ’s and a bathrobe.
Didn’t work for him when the FBI did electronic surveillance. Tapes reveled a totally different person. GAME OVER.

I appreciate his theory, but I think he’s overlooking the fact that Hillary doesn’t seem to be able to see when she looks down (since her head injury and the prism glasses). Whether it’s double vision or no depth perception I don’t know, but clearly twice she could not tell she was stepping on a sloped step.
I would have guessed advanced stages of Syphlis with the brain damage and accompanying psychological issues that go with it.
Stoking the sympathy card. If in legal trouble, just claim poor health and attempt mercy upon the court.
If “Doctor” Noel is a physician, he should have his license taken away for this.
Parkinson’s disease is a terrible thing, but that was NOT what co$t her the Presidency; rather it was her personal disease of entitlement/bitchiness/carpet/bagging/munching lying/deception...
She allowed the moslem brotherhood access to highly classified information as SoS!
Normal Pressure Hydrocephalus can also cause balance and gait issues similar to Parkinsons. Also fairly common for seniors over 65.
“... Im surprised Hilary did not plan her route better.”
Perhaps she was brought that way on purpose...hmmm?
*****Why put yourself in a spot where you must descend a long, winding stone staircase that has no banisters, rails or anything to hold onto?*****
I have never been to India, but I suspect that most all routes have similar terrain.
And the inmates could be future Democratic voters.
Maybe even future Hillary voters.
