Workers legal or illegal don’t call the shots on whether or not to stop traffic during a critical operational aspect of a bridge construction so i don’t think it really matters.
As far as I am concerned that is a question begging to be answered,why was traffic not rerouted or halted while these cable adjustments were being made ?

Yes, a supervisor should have rerouted for a period of time.

Standard voicemail has been accessible from the road for, what, 40 years now?
This like everything else will go down the memory hole. It seems the cover up and finger point shenanigans have already begun. This is another tragic incident that could have been prevented. Every time government is involved with something there is a very good chance death will be a result.
