However under the rules, the US cannot leave the agreement until 2020 Is that according to the treaty as ratified by Congress? Oh, that's right. We never ratified anything.

The US signed and ratified the UN Treaty on Global Warming in 1992. The treaty went into force in 1995.
That first year 1995 they would have the first Conference of Parties COP1. Then they have a COP every year so 20 years later they have COP21 in 2015 in Paris and 2 years after that they are now having COP23.
And duhhhhhh, next year it will be COP24.
