Launched in 2011, the 8.5-ton Tiangong-1 space laboratory had originally been a symbol of Beijing's ambitious scientific bid to become a space superpower. However, last year Chinese officials confirmed the country's first orbiting space station had to be scrapped after its functions failed following two years in space.

Since then, the space station known as "Heavenly Palace" has been gradually decaying and, in recent weeks, has accelerated its descent into the Earth's atmosphere.

It’s orbital inclination is roughly 43 degrees, so anyone more than 43 degrees of latitude from the equator should be safe.

Unfortunately, most of the population of Earth lives within the +-43 degree band.

Including China.

Most of the Earth’s surface is unpopulated. The probability of impact is distributed evenly over the surface (implied by “unable to predict”). Therefore most of the probability of impact is distributed in unpopulated areas. The second statement you quoted is a corollary to the first.
