Hurricane Harvey made landfall near Rockport TX about 10:00PM CDT Friday night. Top sustained winds were 130mph. Rockport High School sustained heavy damage when a portion of the roof collapsed. A senior housing complex collapsed. The Rockport courthouse sustained major damage with a cargo trailer halfway in the building. Multiple tornadoes reported in the Houston/Galveston areas. There are reports of scattered structural fires and a shooting was reported in Corpus Christi. Residents along the San Bernard River were advised to evacuate and most TX Gulf coast counties are under flash flood watches.
Many locations are under a boil-water notice. Power outages are widespread. President Donald Trump promptly granted a Disaster Declaration to Texas Governor Greg Abbotts request. More than 700 members of the Texas Army and Air National Guards, Texas State Guard and the Texas Military Department have been activated and are positioning themselves throughout the state ahead of Hurricane Harvey and its anticipated landfall later this week. Ahead of the storm, FEMA sent supplies from its warehouse in Fort Worth to a staging point at Randolph Air Force Base near San Antonio.

Hollywood hoax. Water does not have enough resistance to directly cause that when coming into contact with AC outlets.
There is a shock hazard, but even that is not definite. How many stories have we heard of people being electrocuted in flooded homes with the power still on? I have never even heard of it. Very rare.

Depending on how the facility/house is wired, there may be a circuit for overhead lights separate from lower wall plugs. But I have to agree it's most likely a fake photo as the residents seem unconcerned.

Of course, this DOES assume the roof is not too steep and / or slippery to stay on when wet and hit by a 40 mph gust! In that case, the only option is a hole / door for each person, and stick one's body up through the hole, leaving legs dangling inside. Pretty desperate stuff! Better to just evacuate early on.
No worries, really. It did make us think of those in nursing homes and hospitals, and LIVING ALONE without the internet or phones or power.

In NO, they were too disorganized and unprepared for the total failure of the graft plagued sea walls, they couldn’t even rescue elderly hospitalized victims. A year later I was in Florida and decided to drive to NO to see what it was like. The 9th ward was a vast array of dark deserted houses. The empty unlit windows made me think of the expression “the thousand yard stare”, thousands and thousands of them, uncanny and scary.
Strictly speaking, as in my shop, the lights could well be on separate circuits from the outlets, so only the outlets’ breakers might pop. (The pic is gone, so I don’t know if the lights were only overhead lights.) But, I still think the pic is a fake for reasons others have given.
The global warming people will be out on full force. While it’s true a warmer planet can hold more water vapor it was the odd steering currents snd bad luck over a major city that was the cause of 99 percent of it.

Seems to me that adding an escape hatch in an attic would be adding a weak roof point for long term wind and rain exposure. It would interrupt the continuity of roofing materials. Skylights are known for leaking after years exposed to direct light, heat and humidity. I wouldn’t get one installed.
Do you know what an electified house would to to 3 of water and those in it?
I was in that exact situation in 1994. It did absolutely nothing. No breakers tripped, no electrified water. I suppose it would depend on the impurities in the water though
