A Navy guided-missile destroyer, the USS John S. McCain, collided with a commercial vessel east of Singapore early Monday morning local time, the Navy said.
There were 10 sailors missing and five injured, the Navy said.
The collision with the merchant ship Alnic MC occurred east of the Straits of Malacca and Singapore at 6:24 a.m. Japan Standard Time, as the McCain was on its way for a routine port visit in Singapore, the Navy said.

My mistake, Singapore time is one hour earlier than JST.
Even down here at the tail end of winter, sunrise is after 6AM.

Actually, you can see the navigation lights of a large tanker easily at 10 nms with ye ol Mk1 Mod 0 eyeball.
TANKER: Bulbous bow; lightly loaded; T-Bone; low speed. (Tanker's vertical bow barely dented McCain...)

You don’t cross a $1B class warship across the bow of a merchant hoping he will obey the rules of the road, any more than you protect yourself from an oncoming truck by standing in a crossing zone counting on traffic laws to force him to stop. Even if you are in the right you are in the wrong.

The Navy needs to replace all those “Diversity” classes, LBGT sessions, Transgender sessions, How not to use OFFENSIVE speech seminars, etc, etc. with some, “How not to run into things at night” classes.

I'm not sure of this. You had a navigation officer and and NCO and four or five enlisted running a plot from dead reckoning, radar, periscope bearings, GPS (bow and stern) and lookouts, all updating the plot on the charting table.You were in charge of it all, of course, but you were not alone, lol.
This is done on all warships, not just the nukes. Which makes the two accidents we have had lately all the more mysterious. How did this happen, I see no way other than gross dereliction.
How does a huge slow moving tanker sneak up on a state of the art warship?
Whoever is Chief of Naval Operations needs to resign along with the Commander of the 7th Fleet.
