No it doesn’t, it reduces the IRS penalty to $0.00 but does not remove it. The penalty to the IRS is replaced with a 30% premium increase to the insurance companies.
Probably not. But Ryan has told the president that they can’t do tax reform without his healthcare bill, so I believe he is holding him hostage.
