The Yuba County Office of Emergency Services said on Facebook an evacuation has been for "all Yuba County on the valley floor."

A dam failure? But but the damn dam safety regulations late 70’s? fixed this problem right?
If you recall the onerous 3 size fits all ‘fix’ in the form of more regulatory red tape for impoundment owners was the knee jerk reaction to the failure of Grand Teton dam a poorly designed government project which shortly after reaching normal pool failed with resultant loss of life. Problem and solution by government.

How many sanctuary cities affected?

Oh, and here in California they have spent a lot of money saving the smelt in the Sacramento Delta and on the high-speed train to nowhere. I suspect that money came out of dam maintenance funds.

Unfortuntely our culture seems to teach us to ignore our instincts. We need to listen to them. We also need to train how to deal with the fear response that comes with it and use it for our safety.Human being have biases, and one of them is Normalcy Bias.

I thought that officials learned that lesson during the year of 5 major hurricanes. The ones in Texas after Katrina utilized one way for highways for a few hours and it got people out much faster. Maybe CA officials don’t read anything about Texas since the “dummies” there vote Republican. /s

Compare that to yesterday's photo - it appears (to me) that the section of spillway above the initial failure is stable - the deterioration is not eroding back toward the dam:
