The California Department of Water Resources issued a sudden evacuation order shortly before 5 p.m. Sunday for residents near the Oroville Dam in northern California, warning that the dam’s emergency spillway would fail in the next 60 minutes.
The Oroville Dam is the highest in the nation.

Ok...so the sheriff just said he made the call to evacuate because there wasno scenario or thought ever given to spillway failure..he was not certain what might happen.

Yeah, it found another route through the main spillway (this was a defensive action on the part of the dam operators). Increased flow by a factor of almost 2X.
