The Justice Department has reasonable cause to believe Chicago police officers use excessive force, the agency announced Friday.
Announcing the outcome of a Department of Justice (DOJ) investigation first launched in late 2015, Attorney General Loretta Lynch said there was cause to believe the Chicago Police Department engages in a pattern or practice of using force, including deadly force, in violation of the Fourth Amendment of the Constitution.
The pattern or practice results from systemic deficiencies in training and accountability, including the failure to train officers in de-escalation and the failure to conduct meaningful investigations of uses of force.

Considering their murder rate......they obviously need to use a LOT MORE FORCE.
Judging by Shitcongo’s murder stats, the surface of reasonable force hasn’t even been scratched.
The murder rate is just about to go up.
I sit on a school board advisory (we are right outside of Chicago), and recently we had a speaker who suggested that our police department in our schools (we have to have a cop present in each of our HS) should be disarmed.
She went on to state and rant and rave that the only way to end the violence in Chicago was to have a disarmed police force.
I kid you not, there are people who think like this.
Scarier though... is that 3 of our 7 member board agreed... That armed police in our schools were a cause for more violence against police.
I just heard on Laura Ingraham how the DOJ “invesigated.”
They put an ad out for police brutality complaints and America’s indigenous urban peoples show up in droves to lodge “serious but unverified” reports and they then use these “serious but unverified” reports to come to their conclusion.
Sounds vaguely familiar.
I heard that the chief of police wants to see proof that an investigation actually took place because he claims that no one from the justice department ever questioned him or his subordinates about policy and that they are going after him on the policies of enforcement. I suspect that we will find that this has no actual investigation behind the findings.
Chicago is happening. And DOJ decides to crack down on the cops.
If they conclude CPD used excessive force, it will be more difficult to reduce crime and the murder rate.
...oh....and it provides the Chicago Mob with a free hand.
FWIW: A statistic I heard on a local AM radio show is that 95% of the murders in Chicago are committed by 40 or so individuals.
Message to Chicago cops - have that extra donut and take your time with your coffee on calls, especially to the South side.
NOBODY has your back there, and you are a political and criminal target. Don’t put yourself at any risk.

That seems to be what the Obamunists have in mind.
To be sure at least 760 murder victims families consider excessive force was used in their loved ones murders, and it had nothing to do with CPD. They must of course focus on the one event where an armed ‘teen’ was shot by police. Forest-trees or sumptin like that you know.
Remove their weapons. Stop. Or I’ll yell stop again!
Another reason is likely to be one of the same problems Milwaukee has: Despite strict gun crime laws, perps usually plead to something lessor are are often back out on the street immediately after their hearing.
Liberal judges seem to universally believe that these preps are victims and must be given another chance - no matter how many crimes the perp commits - and since the perp was not charged for gun possession, it does not appear on his/her record the next time.
Does not matter how many or strict a city’s gun laws are, it matters how strict the judges are on gun use/possession.
Probable Cause is no longer the standard?

Something not right about that statistic. 812 murders reported in 2016. 95% means that means 771 murders done by only 40 individuals - an average of nearly 19-20 per perp, each year.
That's some serious mass-murdering going on by a few individuals, well beyond Ted Bundy or John Wayne Gacy rates.
