Another reason is likely to be one of the same problems Milwaukee has: Despite strict gun crime laws, perps usually plead to something lessor are are often back out on the street immediately after their hearing.
Liberal judges seem to universally believe that these preps are victims and must be given another chance - no matter how many crimes the perp commits - and since the perp was not charged for gun possession, it does not appear on his/her record the next time.
Does not matter how many or strict a city’s gun laws are, it matters how strict the judges are on gun use/possession.
