Voting by electronic machine with no paper-trail should be illegal, as its results are easily manipulated and un-verifiable.

I agree. And the receipt should allow individual voters to go online and review their vote to make sure it was counted accurately. And those votes as shown online should conform with the vote totals given by the elections officials. Then we would know we had an honest system.
I would add that, given the importance of elections, the rolls be purged and everyone be required to “re-register” each time there is an election.
This would eliminate a lot of garbage, as well.
So, the RATs will just go back to the old ways, "finding" boxes of ballots that have been prepared in the back room of the union hall after they've learned how many they need, and selectively discarded "wrong" votes. Remember that RATs often register as Rs because in some states boards of elections need to have equal numbers from each party. It's not hard to envision them in the back room throwing 10 R votes away and adding 10 D votes to the pile! Or 100...or...
I’m not sure there is a valid, Federal solution to the Democrat fraud machine as it pertains to the choosing of Electors for President and Vice President, which appears to be within the sole authority of State Legislatures.
Congress can make regulations regarding the election of Members of Congress, including Senators (Article I, §4), and I suppose they could pass a law requiring proof of citizenship, biometric Federal voter ID and annual purging of voter rolls in order to vote for Representatives and Senators in any state.
The problem isn’t with how the vote is conducted, it’s with registrations being on the (lack of) honor system.
