I would add that, given the importance of elections, the rolls be purged and everyone be required to “re-register” each time there is an election.

This would eliminate a lot of garbage, as well.

This used to be policy in TX until c. 1965 or maybe later, when permanent registration came forward. Now the courts require permanent registration for convenience of the public, who don’t understand the ramifications of fraud.
