The problem isn’t with how the vote is conducted, it’s with registrations being on the (lack of) honor system.

That’s mainly true, although it appears that many people in the district being discussed were deprived of their votes because someone had already voted under their name and registration. They then had to cast provisional ballots, ballots that possibly wouldn’t even be counted if there weren’t enough of them to change the result.
It would be interesting to know the number of provisional ballots cast in Assembly District 15. This is also an indication that a voter ID should be required. That would curtail people voting in your place.
