Obama is set to push through last-minute 'midnight regulations' to secure his legacy and limit President Trump's regime
'Midnight regulations' are a last chance for a president to make his mark and introduce new laws
As many as 98 final regulations are reportedly under review at the White House
These include limiting air pollution from the oil industry and measures aiming to help highly skilled immigrant workers obtain green cards
Barack Obama is set to ram through last-minute law changes to try and cement his legacy, according to reports.
'Midnight regulations' are those introduced between November's election and January's inauguration of a new president.
It is a last chance for an outgoing Commander-in-chief to put his stamp on the presidency and tie the hands of his successor.
Obama can pass the rules because of a loophole in US law allowing him to put last-minute regulations into the Code of Federal Regulations - rules that have the same force as law.

Yet, The Kenyon altered/changed Obamacare 18+ times AFTER it was written law.
If there's no repercussions why would he stop now?
“Midnight regulations” are subject to “morning after” recision.
This is a complete and total waste of time and money because on Day One Trump will invalidate each and every one of these unilateral usurpations.
Trump will make his rulings during the period when Presidents can act.
It looks to me like Michelle Obama is going to run for office in california. God help us..she will probably win.
She is going to try to outdo HIllary Clinton.
all of this can, and should be undone by President Trump with little fanfare. Just erase him.
Everyone of these last minute and previous anti America xo’s can be made invalid shortly after President Trump is sworn in!
That moment passed about 7 8 years ago.
Trump will shred those regs on day one.
This is pure b.s. Trump should publicly announce he will revoke all last minute regulations.
Why is it when the democrats decree, we hear that their decrees can not ever be revoked?
Di Feinstein is in her 80s and her seat is up for election in 2018. Say hello to California Senator Michelle Obama!
They can be suspended by executive order, just as Obama did to regulations he didn’t like.
Odumbo........”ram through last-minute law changes to try and cement his legacy”..........
I would rather see his “legacy” IN cement.
A final pathetic gasp by a failed executive. By the time new proposed regulations are published and the final rules are placed in the Federal Register, Trump & Co. will rescind them. This is a good example of what is wrong with DC.
Congress transfers legislative authority to agencies under the delegation doctrine, which can be a broad or specific grant of power. Rulemaking is one of the main mechanisms through which agencies act. Administrative rules, also referred to interchangeably as regulations, are adopted by agencies and are considered primary legal authority.
The process of rulemaking is governed by the Administrative Procedure Act. Generally, the APA requires a process that includes publication of the proposed rules, a period for comments and participation in the decision-making, and adoption and publication of the final rule. See 5 U.S.C. § 553. This is known as “notice and comment” or “informal” rulemaking (i.e., informal in comparison with the more complex process required for laws made by Congress).
Solution? Rescind the agencies and bureaus, starting with the EPA, just to create a liquidation template and to nail a scalp to his lodge pole.
Bullshit.
Anything Obama does by Executive Order/Action Trump can undo by Executive Order/Action.
Jeezy, people—Obama and the Left are not invincible.
15 minutes before leaving office, Obama will pardon Bergdahl.
She’s too damn lazy....and knows sh**.
I know personally that a proposed law can get 100% approval and still be rejected by a biased doofus administrator.
Exactly, nor does it grant the Congress the power to delegate its lawmaking authority to an unelected perpetual bureaucracy such as the EPA.
Why not just appoint a dictator-for-life, and let Congress "transfer" its legislative authority to him, a "broad" "grant of power" in perpetuity.
That way, they can all go home and collect cushy pensions for the rest of their lives, or until the dictator has a bad day and decides to have them all shot.
It's already been tried in Germany, and worked great there. /s /s /s
