Not 100% sure but if in 2012 they were split by congressional districts Mittens would be POTUS not Moochelle’s sniveling toe licker.

Yes then it would look like similar to the makeup of the house and senate. Assuming that 2 EVs are statewide and all others are by house district, which I believe is how those states ME and NE do it.
Not necessarily, but it would certainly make the elections more national since many more counties or congressional districts in contention.
IMO, yes - award electoral votes by Congressional District. That breaks the power of the municipal areas, whoch are strongly Democratic. Then if Philly comes in with their usual 110% of registered voters, they would only sweep that Congressional District, not the whole state.
