Yes then it would look like similar to the makeup of the house and senate. Assuming that 2 EVs are statewide and all others are by house district, which I believe is how those states ME and NE do it.

I would like to see the following:
  1. The electoral votes for each congressional district should be determined by the popular vote within the district.
  2. The electoral votes for the two senators should be distributed as follows:
    1. Any candidate who receives at least 40% of the votes in the state shall receive one electoral vote.
    2. Any candidate who receives at least 60% of the votes in the state shall receive two electoral votes.
    3. Any remaining electoral votes shall be allocated to the remaining candidates with the most votes in the state.
