If there are health requirements for POTUS what are they? Would a confirmed diagnosis of a debilitating disease disqualify anyone? How about after election? If we find a President is incapacitated mentally what happens? Stroke, dementia, etc...is there a procedure for removal if they start acting irrational?? Would admission of a serious disease now disqualify her or not?

Eye movements (dyskinesia) like hers are a major side effect from chronic use of Levodopa (L-Dopa) - which is used to suppress the symptoms of Parkinsons Disease. https://en.wikipedia.org/wiki/Levodopa-induced_dyskinesia
If it is from L-Dopa treatment of Parkinsons, it would indicate that she is many years down the road of Parkinsons - likely approaching the stage where you can’t live independently anymore.

That first clip is really freaky. The left eyes keeps spinning towards her nose. It was so pronounced that at first I thought it was Photoshopped!
